How to get the clearence from the F&B department

I like to know the location of the of that F&B department in Mapusa  for the clearence. 

Please can somebody help me out...?

We are looking to raise awareness with the underprivileged kids in the uk and india so they are extraordinary and empowered and  will themselves grow up to make a contribution to society. The way is to have a leadership, coaching, and yogic philosophy, so that the teachers, carers, social workers etc have special skills to nurture these kids in a very empowering way.  We wish to connect kids in the uk with kids in India so there is a common empowering emphasis.
